Google Consent Mode v2: What EU Businesses Need to Know in 2026
What Is Google Consent Mode v2?
Google Consent Mode v2 is a framework that allows your website to communicate user consent decisions to Google's advertising and analytics tools. When a visitor accepts or declines cookies, Google Consent Mode adjusts how Google tags behave — collecting data only when the user has given explicit consent.
Since March 2024, Google has required all websites targeting users in the EU, UK, and Switzerland to implement Consent Mode v2 if they use Google Ads, Google Analytics, or any Google tag. Without it, you risk losing conversion tracking and remarketing capabilities entirely.
Why It Matters for Your Business
If your website runs Google Ads campaigns and you have not implemented Consent Mode v2, you are already affected:
- •Loss of conversion data — Google can only attribute conversions from users who explicitly accepted analytics cookies
- •Reduced remarketing reach — Users who declined cookies cannot be added to remarketing lists
- •Inaccurate reporting — Your Google Analytics data does not reflect real traffic patterns
The good news is that Consent Mode v2 includes modelling capabilities — Google uses machine learning to estimate conversions from users who declined consent, giving you a more accurate picture even with partial data.
The Two Signal Types
Consent Mode v2 works through two core signals sent to Google:
analytics_storage — Controls whether Google Analytics can store cookies and collect behavioral data. When set to denied, GA4 collects no personal data from that user.
ad_storage — Controls whether Google Ads can use cookies for ad personalization and conversion tracking. When denied, Google still receives a ping but without personal identifiers.
There are also two additional signals introduced in v2:
ad_user_data — Controls whether user data can be sent to Google for advertising purposes.
ad_personalization — Controls whether data can be used for personalized advertising (remarketing).
How EasyConsent Handles This Automatically
EasyConsent integrates with Google Consent Mode v2 out of the box. When a user interacts with your cookie banner:
- •Accept All → all four signals are set to
granted - •Decline All → all four signals are set to
denied - •Custom preferences → signals are set individually based on the categories the user selected
This happens automatically via gtag() calls — no additional configuration needed on your part.
Implementation Checklist
Before going live, verify the following:
- •Your Google Tag Manager or gtag.js loads before the EasyConsent widget
- •Default consent state is set to
deniedfor all signals (EasyConsent handles this) - •The consent update fires immediately after the user makes a choice
- •You have verified the signals in the GA4 DebugView or GTM Preview mode
What Happens If You Do Nothing?
If you continue running Google Ads in the EU without Consent Mode v2:
- •Google may restrict your ability to use audience-based bidding strategies
- •You will lose conversion modelling data
- •You may face GDPR enforcement risk from supervisory authorities for collecting analytics data without valid consent
